Here’s an abysmal fact: There are so many criminal laws that calculating the odds of no one breaking even so much as one in a lifetime makes calculating duplicate DNA sample odds look like basic arithmetic. It’s simply astounding. Since the start of 2000, Congress has created at least 452 new federal crimes. The total number of Federal crimes at the end of 2007 exceeded 4,450. Various estimates put that number over 5,000 at the end of 2010. Ninety-one of the 452 added in 2000 were contained in new laws that had created 279 new crimes, and the remaining were contained in amendments to laws already in existence. The point is this: Not everyone who is alleged to have committed a crime is a bad person.
