About DBTL Scheme
The Direct Benefit Transfer scheme was initially launched on June 1, 2013 and covered 291 cities. It required consumers to have Aadhaar number to avail gas subsidy. The scheme was reviewed by the new government and modified the scheme after considering the problems faced by the consumers. In 54 districts, the modified scheme was re-launched on November 15, 2014 in the first phase and on January 1, 2015 in the rest of the nation. The DBTL or Direct Benefit Transfer of LPG scheme is now known as Pratyaksh Hanstantarit Labh (PAHAL). The scheme is targeted to cover up to 15.3 Cr. LPG consumers across the 676 districts in the nation.
Under this scheme which is modified, now the LPG consumer can get subsidy issued to their bank account using two different methods. Consumer will call the Cash Transfer Compliant after joining the scheme and getting subsidy in their bank account.
Linking Aadhaar to the death certificate is another strong step by the government to avoid all illegal activities like stealing subsidies of the deceased and identity theft. It is mandatory to enroll every senior citizen or elderly person to the Aadhaar. From this move, only Jammu & Kashmir, Assam, and Meghalaya are the states left out. It will be beneficial for the whole family of the deceased.
Benefits of Linking Aadhaar with LPG Connection and Death Certificate

The benefits are transferred direct to the bank account of genuine customer, not the third party. Earlier, anyone could buy LPG cylinders at subsidized rate. Hence, there was unauthorized use of subsidies. But today, the government has saved a lot by giving subsidies to only genuine consumers, eliminating the middlemen.
Though government has clarified that linking Aadhaar card to death certificate is not mandatory, it is still a vital step to avoid the crimes based on identity theft. The UIDAI or Unique Identification Authority of India has campaigned to get all the senior citizens enrolled in Aadhaar card. It is happening to ensure providing the benefits of welfare schemes to the right citizens. A lot of cases came in the past in which fraudsters enjoyed all the benefits provided to the family of someone who died. As Aadhaar is based on biometrics, accurate identification can be possible for all and it can be made without any compromise. The identity theft activities will definitely be avoided.

The benefits of the subsidies to the dead persons will never be compromised as it will be a written declaration to be given by the family to the best of their knowledge if Aadhaar is not known. Now, the Aadhaar will be linked to the bank accounts and family members of the deceased won’t be able to access the benefits unless they prove themselves to be the legal heirs of the money.
