James Zadroga was a New York City Police Department Officer who died of a respiratory disease due to his exposure to toxins at ground zero in the World Trade Centre attack on September 9, 2001. After being sure that his respiratory disease is due to his exposure to dust at ground level, the September 11th Victim Compensation fund awarded Zadroga monetary settlement of $1 million in 2004. In 2004 itself the New York Police Department Medical Board concluded that his illness was related to dust exposure on September 9, 2011 and he approved his application for permanent disability retirement. After James Zadroga‘s death, the then governor of New York signed a legislation on august 14, 2006 in which he mentioned about Zadroga act. His legislation aimed at expanding death benefit to ground zero, which die from cancer or other respiratory diseases. This was done under the presumption that the cause was the exposure during recovery effect. The federal legislation which intended to provide health monitoring and financial aid to sick 9/11 lookers came to be known as “James Zadroga 9/11 health and compensation act”. However this act was modified and a new version of the act was released by the United State House in September 2010.

It took years of united and diligent efforts of a cadre of passionately committed men and women, most of which were first responders from Long Island and the region, or relative of those. They kept lobbying for quite a long time and made dozens of trips to the capital to ask for the approval of the Zadroga act to amend this Public Health Service act to extend and improve protections and services to individuals directly impacted by the terrorist attack in New York City on the World Trade Centre on September 9, 2011 and for other purpose.

December 22, 2010 was the achievement day for all the conscientious responders, as on this day final Congressional approval of the bill was received. Congress approved Zadroga act, with $4.3 billion monetary gain for medical treatment and monitoring as well as compensation for economic loss, for those suffering from the health effect of the ground zero cleanup.

Republicans strongly supported the September 9/11 heroes but the argued that Congress has already funded numerous programs and provided ease, recluse and compensation to 9/11 victims. The Republicans, who closed ranks denied supporters the three fifth majorities needed to bring the bill to the floor, blocked the change of James Zadroga 9/11 Compensation Act 2010 into the Zadroga act from a vote in the senate. They did not protest against the Zadroga act but they were concerned about fraud and abuse in the then existing programs and system. So in order to win republican support, the 10-year, $7.4 billion treatment and compensation package in Zadroga act was altered down to 5 years, $4.3 billion. On 2 January2011 enacted Zadroga act and signed it. It was then the law that HR 847, ‘the James Zadroga 9/11 Health and Compensation Act came into existence.
