In December 2003, President Bush signed the “Can Spam” bill which is the primary national standards around bulk unsolicited commercial email. The bill, approved by the Senate by a vote of 97 to 0, prohibits senders of unsolicited commercial email from the usage of fake return addresses to disguise their id (spoofing) plus the use of dictionaries to create this kind of mailers.
