A linked table of contents will facilitate Google higher perceive your page’s content. But from what I have learned, the table of content is employed as a good content marketing strategy i.e. hub and spoke.
Table of contents is beneficial for users. It makes simple for users to navigate from one page to a different. It provides excellent user expertise.
And Google ranks those websites higher who gives a decent user expertiser
Adding a table of contents (TOC) to an extended blog post will improve SEO in many ways:
The TOC improves the usability of the post, once it’s easier for the reader to see the data you cover in your post and supply a way for the reader to jump to sections of interest, the reader can spend more time on your page. These will increase dwell time.
Imagine landing on a 5,000-word post without a TOC. You likely wouldn’t spend a lot of time on the page before going back to the search results.

Overall, raising the user experience and giving quality content is going to pay dividends. Just be careful, too much on a page will detract from the user experience. So, a TOC should only be used on long posts.

For long posts, I believe it’s useful for the reader to include a table of contents. It provides them with an outline of the content that ends up in higher expertise.
