The formation and implementation of human capital policies is carried out by the chief human capital officer's council formed by these officers and some other federal personnel.

The understanding of federal programs apart from legislative and budget concerns, and strategic methods for achieving definite objectives, relationship building capability, and experience of goal implementation and staff management through human resource measures are some of the main qualifications.

The chief human capital officer position has been proven to be very valuable to the government and government employees. The role of such officers involves handling not only 1.9 million employees, but also thousands of contractor employees.
